In response to the Great Depression of the early 1930's the government in Quebec instituted work projects programs (like America's WPA), but by 1932 it was clear that these programs would not be enough, and it increasingly relied on direct relief (secures direct), or welfare payments, to provide families in need with enough to sustain themselves. In 1936 the emphasis shifted back to public work projects. "Reel du secours direct" was first recorded in 1922 by fiddler biography:Arthur Joseph Boulay (1883-1948) under the title "Canadian Set I 1st Change," featuring solo fiddle by Boulay with figures prompted by a dance caller (while recorded in 1922, at the beginning of the 78 RPM era, it was not released by Victor Records until March, 1923).
