"Hell on the Nine Mile" is a version of a tune with several names and variants, although the most prominent is "Dubuque." The title seems to be a place-name and may refer to Nine Mile Flat, outside Oklahoma City, or Ninemile Creek, a stream in west-central Oklahoma.
