The first strain is shared with “Jackson's Fancy.” The provenance is probably Irish, but O'Farrell published tunes from Ireland, England and Scotland in his collection. Perhaps the title refers to the downscale taverns and pleasure gardens at Stepney (see more at "annotation:Stepney Cakes and Ale)."
In the latter 20th century the exact tune was published as "Tell Her I Never" in McGuire & Keegan's Irish Tunes by the 100 (1975, p. 9).
