The title refers to the ordinary sailors ('Jack Tars') of H.M.S. Victory, Lord Nelson's flagship at Trafalger. The melody appears in the early 19th century Thomas Hardy family manuscripts, Devon, and the music manuscript of Rev. Robert Harrison (Brampton, Cumbria, 1820). In America the jig was published in John Paff’s The Gentlemens Amusement, No. 2 (New York, 1812-1815) under the title “Tars of the United States,” a change necessitated by the state of war between England and the United States at the time.
